1d: Please describe the overall context of the project area:
    
The project frames the northwestern edge of Lake Merritt, a popular location for biking and walking on the edge of Oakland's downtown office district, connecting to residential neighborhoods to the north and east. The project is .3 miles from the 19th Street BART Station. The project is adjacent to community activity centers such as the Veteran's Memorial Building at Grand & Harrison which is home to the Downtown Oakland Senior Center and the Lake Merritt Dance Center. The project dramatically improves bicycle and pedestrian access for students at St. Paul's Episcopal School, a K-8 with approximately 360 students, and Westlake Middle School, with approximately 475 students grades 6-8. The project is also adjacent to the Cathedral of Christ the Light.

Since 2010, five pedestrians and nine bicyclists have been hit in the project area, with six bicyclists hit at the intersection of Harrison & Grand alone. Comparatively, the intersections of Harrison & Grand is among the 27 intersections in Oakland with the greatest number of pedestrian collisions. Grand Avenue between Harrison and Bay Place is among the 27 corridors in Oakland with the greatest number of pedestrian collision per lane mile.
